Jennifer Larkin Lukawski serves as a Principal of BGR Group, which she joined in 2001. With more than two decades of Washington public policy experience both on and off Capitol Hill, Jennifer has a finely honed understanding for how to successfully navigate a broad range of legislative and regulatory issues facing corporations, associations, nonprofits and individuals across multiple industries.
Throughout her career she has established trusted relationships with some of the most important decision-makers in Congress, including House and Senate conservatives as well as members of the Republican leadership. As a senior member of the firm, BGR clients look to Jennifer to design and execute creative, multi-faceted strategies to achieve their legislative objectives.
Prior to joining BGR, Jennifer served as Director of House Relations at The Heritage Foundation, the largest, most influential conservative public policy research organization in the U.S. As Director, she effectively marketed the policy research and recommendations made by Heritage policy staff to members of Congress and key congressional staff members who regularly implemented these initiatives.
From 1997 to 1999, Jennifer served as the Executive Director of the House Republican Study Committee (RSC), the largest, most active member coalition within the House of Representatives. In this role, Jennifer briefed Members and staff on important policy issues and advised members how to vote on controversial bills, amendments and procedural motions. She also worked closely with third-party organizations and interest groups, whom she rallied to support RSC’s objectives.
Before joining the RSC, Jennifer served for nearly six years as a top aide to former Rep. Robert K. Dornan (R-Calif.), who was a nationally-recognized leader on national defense, law enforcement and pro-family issues.
Jennifer grew up in Spring Lake, N.J., and attended the Catholic University of America, where she earned a Bachelor of Science in Politics. She resides in Alexandria, Va., with her husband and two children.
