Appropriations and State Affairs

BGR Holding’s Appropriations team has the experience and acumen to help clients obtain government funding for their ideas, programs or products. We represent a wide range of clients, including hospitals, universities, municipalities, nonprofits, foundations and corporations, who seek to secure funding from the federal government in the form of grants, contracts, partnerships, cooperative agreements, and demonstration projects.

The appropriations process is increasingly complex. To obtain congressionally directed funding today, every requesting organization must go through a very competitive and transparent process to compete for a predetermined amount of available federal funds. Simple mistakes, such as drafting errors or missing key deadlines, can doom a project’s eligibility for funding.

BGR Holding carefully guides clients through the cumbersome process, starting by becoming well-versed in a client’s priorities. The BGR team meets with the sponsoring scientists, economists and academics in order to obtain a deeper understanding of the proposed project’s details and needs. Next, we work closely with each client to develop a meaningful proposal to present to key policymakers involved in the decision making process which demonstrates how the proposed project intersects with Congressional and federal agency interests and priorities. BGR works in coordination with its clients throughout the entire effort, from request submission to mark-ups to ensuring timely funding release by an Agency to help ensure the objectives of our clients are achieved.

Based on active, high-level involvement with Governors and Attorneys General, BGR helps deliver policy solutions and business opportunities for clients through an extensive network of policy and political relationships. BGR helps clients negotiate incentives to site a new facility, sell products and services to state agencies and pass or defeat legislation, as well as develop key state and local relationships in support of federal advocacy efforts.
